During our investigation, we dove deep into the heart of the Heroes matchmaker to study extensive live data gathered from all possible matchmaking scenarios.
We emerged with a much better understanding about why the system was underperforming in some areas, and what improvements we needed to make. We then set about making changes, with our primary focus set squarely on creating a new system that will consistently provide you with evenly matched games, in which both teams have an equal chance to win. As a result of these changes, the Heroes matchmaker will now much more effectively group you with allies and opponents that have very similar matchmaking ratings MMR to your own, creating games that are fair for both sides. This will also affect Ranked play, and you may notice that all players in your Hero and Team League games are much closer in terms of Ranking.

High Priority Matchmaking
Additionally, if the matchmaker believes your wait time will be excessive, it may expand its search to include players who are slightly above, or slightly below, your matchmaking rating. This will help the system find you a match more quickly, while still working to create a relatively even game for everyone it brings together.
It is important to note that these situations are unlikely to affect most players, but may occur for those at the extreme ends of the MMR spectrum when searching for a match during off-peak queue times. The previous matchmaker would try to always match groups of players according to party size.
This means that you may occasionally encounter party size differences between your team and your opponents, but the match you receive will be much higher quality. Finally, the new matchmaker is capable of relaxing its standard team composition rules to help parties with unusual hero makeups —such as four specialists— more easily find a good match.

In some cases, the matchmaker may even attempt to match two parties with unusual team compositions against one another. An account with a Low Priority penalty will be restricted to the Single Draft game mode for a specified number of games. Winning the specified number of games is the only way to remove the Low Priority penalty.
Depending on the history and type of behaviors, a variable number of low priority wins will be required. If an account already has a 5-game penalty while being assigned a new penalty, a temporary matchmaking restriction may also be assigned.

The Conduct Summary will provide a history of the behaviors associated with Low Priority over a span of the previous 25 games that an account has played. As mentioned above, the only way to remove the Low Priority penalty is to win the required number of games in Single Draft mode. Steam Support may be able to help you address the underlying cause of the behavior that led to the penalty; ie, crashing issues. However, Steam Support does not modify or remove these penalties under any circumstance. An account with a Low Priority penalty will also experience the following consequences while the penalty is active.
If an account in low priority engages in any of the activities outlined in the above section, more Low Priority games will be assigned to the account. If an account is already at the max five-game penalty, a matchmaking ban will be applied in addition, preventing matchmaking of any kind.

We know this happens, and we've built in a small threshold to accommodate occasional abandons. Showing MMR has a lot of downsides in a team-based game like League. Using MMR as the sole mark of achievement in League punishes half of the playerbase as their MMR will decline over the course of the season, which sucks because most of them are gradually getting better at the game—but so is everyone else around them.
Ranked tiers also provide contextual progression and status. LP gains and losses are also based on your skill estimation compared to the players around you.
If you take a break from playing for a bit, the MMRs of the people around you are still changing, and that can result in notably different LP gains when you return. This tends to slowly increase the average MMR at the high end of the ranked system. So when you come back from your hiatus, your MMR is right where you left it—but now the competition around you is even higher. We got pretty technical here, but we hope this provided a little more context into matchmaking in League.
